Europe experienced widespread relief on Monday, as the crisis triggered by the presentation of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: another massive barrage of missile and drone strikes on Kyiv.
The Cycle of Negotiation and Warfare
The chain of conflicting incidents captured the harsh reality of the current period. By day, negotiation efforts are conducted: positive announcements are released from multiple capitals. Immense energy is expended on containing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "peace".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is able to track projectile deployments from enemy soil, a ability provided through timely intelligence. From observation points, military aircraft that had been deployed to engage hostile guided weapons roared overhead – modern combat jets delivered to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons activated: defensive missiles deployed against a hostile projectile. This was a sophisticated defense system at work, presumably delivered by Western nations. Every firing jolts you unexpectedly, rattling buildings. The moment of terror quickly gives way to sober acceptance: perhaps the approaching threat won't cause damage this time, protecting urban areas from catastrophe and additional electricity failures.
Persistent Threats
Soon after, a automatic firearm engaged a unmanned aircraft close by, part of a rapid response unit – probably Western-made equipment. Regrettably, the bullets missed the enemy aircraft – it pressed on overhead toward its destination.
Periodically, this carried on until dawn. Kyiv greeted the early updates: multiple fatalities, devastation and infrastructure problems in many homes as a result of the night's assault. As always, everyone still went about their day – living the war. But those full day illustrated Ukraine's essential dependence on Western support – a dependence that European nations are demonstrably unable to replace in the near term.
Ineffective Peace Efforts
The 28-point plan from Washington generated strong feelings, discussion and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new initiative from US leadership follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually achieve victory. This pattern will, undoubtedly, endure.
Political Considerations
It is easy to blame certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. Washington works based on a premise well known to international relations experts: you cannot secure via talks what you have lost on the battlefield. The White House presumes that it is impossible to force Russia to surrender the areas that it presently holds in Ukraine's southern or eastern regions.
The issue is that while accepting these circumstances, US leadership does minimal to deter Moscow, through words or deeds, from thinking that the status quo will not evolve additionally in its advantage in the coming year.
Conflicting Perspectives
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their incentive to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's government remains supremely confident in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing lives and land but avoiding a total frontline collapse until conditions improve in its advantage.
Existing Situation
Realistically, there are no real preconditions for a ceasefire. Now, personal considerations are entering the equation: personal goals to negotiate peace and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their task will now be much harder after latest incidents, it remains quite doubtful that this will modify their basic position.
These opposing factors are influencing discussions.
Assessment and Future
It took a just a single week to eliminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, latest revelations, all achieved their purpose.
While new initiatives based on established approaches are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to modify developments, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, largely rely on sustained allied backing.
